On Oct 18, 2017, the General Administration of Quality Supervision, Inspection and Quarantine (AQASIQ) released the new version of the Administration Rules for Process of Entry-Exit Inspection and Quarantine. The rules, enforced on Nov 1, indicate the adjusted ratio between on-site inspection and laboratory inspection, raise inspection rate for high-risk product and bad credit enterprises, reveal the timebound targets in steps of inspection and quarantine process.
 
Bring downward the on-site inspection rate of foods
The on-site inspection rate can be lowered if the food indicates a consistent quality and the enterprise maintains a good credit. It was reported the 100% on-site inspection rate of imported pantries, cakes and alcohol beverages was adjusted to a minimum rate of 3%. The lowest on-site inspection rate of imported sugars, tea, non-alcohol beverages and condiments can be 5%. The more restricted products like meats, dairy and bee products may accept no less than 30% inspection rate which also be lowered. It provided an incentive for enterprises to take responsibilities of food safety and quality, elevate operation management and ensure regulatory compliance.
